FSUE “VNIIFTRI” Quality Control Service organizational structure

Tasks:

• Development, introduction and improvement of the Institute quality management system.
• Quality management system preparation to certification; development of proposals on the State supervision results; preparation of interdepartmental and departmental control of introduction and maintenance of standards on carried out work quality, control of this work fulfillment.
• Provision of qualitative and competitive production (services) output by the Institute.
• Prevention of output of products, which do not correspond to requirements of standards and preliminary specifications, approved samples (models), design documentation.
• Maintenance of the rules of production delivery and completeness under the contracts.
• Enhancement of responsibility of all the teams of the Institute to provide high quality of production (services).

Functions:

• Submission to the Institute Coordination Committee of proposals on development, introduction and improvement of quality management system.
• Coordination of the work of the Institute organization departments on quality management system development, introduction and improvement.
• Arrangement and conduction of quality management system internal inspections (audits).
• Participation in creation of documents on quality management, in the work on quality management system preparation to certification and correcting measures execution.
• Analysis of the following:
• Information obtained at different stages of the work;
• Quality indices, which characterize the work;
• Information about prevention of execution of the work, which doesn’t correspond to established requirements.

· Analysis of the reasons, which cause the work quality deterioration; participation in measures development and in shortcomings elimination.
· Study of best domestic and foreign practices in quality management system development and introduction.
· Revealing of contradictions with the requirements of normative and engineering documentation and of quality management system.
· Control of quality of basic material resources incoming to the Institute (raw materials, materials, semi-products, components) and used for R&D; preparation of conclusions concerning these materials quality correspondence to specifications, technical requirements to basic material resources, requirements of the Customer according to the contract.
· Execution of operational and acceptance inspection of products developed in FSUE “VNIIFTRI” units according to documentation coordinated with the customer representative.
· Control of the following:

• Fabricated production correspondence to standards, specifications approved samples (models), engineering documentation;
• Production quality, completeness, packaging;
• Correctness of material resources and finished products storage in the stocks and units of the Institute.

· Drawing up the documentation for accepted and rejected products according to established procedure.
· Revealing of the reasons for production contradiction with the requirements of normative and engineering documentation; determination of possibility to reclaim spoilage and to remove imperfections, execution of measures to do it.
· Provision of production withdrawal from circulation in case it is impossible to (inexpedient) to remove imperfections and reject; analysis of the reasons for defects and breaches appearance.
· Arrangement of two-way exchange with the customer with information about the goods quality.
· Drawing up of the control operations results; drawing up of periodical reports concerning production quality.
· Drawing up of the documents, which certify production quality.
· Development of proposals on production (work, services) quality improvement, and also on increase of requirements to the quality of material resources (raw materials, materials, semi-products, components) consumed by the Institute.
