VNIIFTRI – National Metrological Institute of Russia

     Federal State Unitary Enterprise (FSUE) “National Research Institute for Physicotechnical and Radio Engineering Measurements” is subordinated to Federal Agency on technical regulation and metrology of Russia, has the status of the State scientific metrological center and is one of the main Centers of the State standards of Russia.

     VNIIFTRI performs the duties of the Main metrological center of the State service of time, frequency and the Earth rotation parameters determination (SSTF).

    In order to provide measurements uniformity, there are more than 130 operating State standards (SS) in the country, which transfer sizes of unit to the working means of measurement. About a quarter of SS of Russia were created and introduced in various fields of Russian national economy by National Research Institute for Physicotechnical and Radio Engineering Measurements (VNIIFTRI).

     VNIIFTRI was founded on February 18, 1955 by the former USSR Council of Ministers decree No. 1063-R; it was founded on the basis of Central research bureau of unified service of time, Central Research Institute of Radio metering, and Central Research Institute of physicotechnical measurements.

     For the period of five decades, Institute gained wide acceptance, reached considerable results in realization of science intensive production and in efficient use of its innovative and scientific and technical potential. VNIIFTRI achievements were verified for many times and awarded State prizes of the former USSR and the Russian Federation Government.

     After semicentennial active work, VNIIFTRI staff is fully resolved to preserve and strengthen its scientific and methodical school which will be able to realize the most difficult State tasks pertaining to metrology. With this purpose, according to the law “On provision of measurements uniformity”, FSUE “VNIIFTRI” executes a large complex of fundamental and applied research in the field of measurements uniformity and solution of the problems of metrological service on broad section of directions. However, of the most importance in the enterprise activity is the complex of work concentrated on support and improvement of the base of standards, because the level of standards the Institute is responsible for determines not only the enterprise status in the country, but also the position of our State on the world arena.

     VNIIFTRI possesses a unique base of measuring and test equipment; its scientific staff is highly experienced in solution of complicated and practical tasks set by science, industry and defense strictures of the country.

     At present, a big highly competent staff is working in the Institute: 23 Ph.D., 111 candidates of science, 14 Academicians, 24 corresponding members and 2 honorary members of Metrological Academy, 10 State prize-winners, 14 Russian Federation government prize-winners.

     Semicentennial creative development of the Institute staff includes search and realization of the most efficient means of metrological services for national economy of the country. Official data portal of International Bureau of Weights and Measures (IBWM) in Internet keeps over 300 published lines with the results of international comparisons where VNIIFTRI standards were used. These results presence, and also the official right to use IBWM logo in calibration certificate confirmed by international comparisons indicate the fact that these measurements are acknowledged in the world are competitive, and can be use by the Russian national economy for confirmation of competitiveness of the State products.

     At present, VNIIFTRI supports and improves 38 State standards, 19 secondary standards, 23 rigs of highest accuracy, over 120 working standards and calibration rigs for various fields of measurement.

 

     Using the standards, constant metrological research is carried out on analysis of their characteristics and state estimation, on control of transfer of size of units to secondary and working standards. Routine maintenance is carried out according to the rules of standards keeping and use, maintenance is carried out according to technical justification rules.
